So how Rumsfeld resignation impact Global Policy?

“In South Korea, Washington agreed with Seoul to reduce US forces by one-third. The two countries are discussing the problem of how to shift the United States’ right to control operations in time of war to South Korean troops. Will Rumsfeld’s resignation influence the realignment of US bases there? This is also a matter that will influence Japan’s security at a time when North Korea is pursuing a course of nuclear armament.
As for the realignment of US bases in Japan, Rumsfeld played a leading role in talks on the relocation of the US Marine Corps’ Futenma Air Station in Okinawa Prefecture and the transfer of marines stationed in the prefecture to Guam. What influence will his resignation have on these issues?
The realignment of US bases in Japan is not only a matter for the United States. It is also directly linked to Japan’s security. In May, Japan and the United States agreed to a bilateral “road map” on implementing realignment. The United States likely will not revise the agreement just because of a change of defense secretary. But it is necessary for the two countries to reconfirm the agreement.”
